Abstract

This study aims to analyze the application of collaborative governance principles in the election of neighborhood (RT) and community (RW) leaders at the local government level using the analytical framework of Bryson, Crosby, and Stone. The study is grounded in the importance of participatory democracy at the community level as a foundation for strengthening inclusive and equitable public governance. A qualitative descriptive-analytical approach was employed through case studies in several urban areas, using primary data from in-depth interviews and participatory observation, as well as secondary data from official documents and academic literature. The findings indicate that the implementation of collaborative governance in RT/RW elections is shaped by four main dimensions: initial conditions, deliberative processes, governance structures, and outcomes and accountability. Community deliberation serves as an effective mechanism for building trust, social legitimacy, and active citizen participation. Facilitative leadership by subdistrict officials and local values such as mutual cooperation also strengthen cross-actor collaboration. The study extends the application of collaborative governance to micro-level local government and provides practical insights for strengthening citizen participation and local democratic governance.
