Analisis Demografi dan Kebijakan Agraria dalam Mewujudkan Pemerintahan Daerah yang Responsif: Studi Kasus Konflik Agraria Akibat Ekspansi Pertambangan Nikel di Kabupaten Konawe Utara, Sulawesi Tenggara

Abstract

Responsive local government is one of the indicators of successful regional autonomy in providing public services that are fair, participatory, and sustainable. In North Konawe Regency, Southeast Sulawesi, efforts to establish responsive local government face challenges arising from agrarian conflicts triggered by the expansion of nickel mining activities. On the other hand, the region has a demographic bonus that has the potential to become an important asset for development if supported by equitable agrarian policies. This study aims to analyze demographic conditions and agrarian policies, identify the challenges faced by the local government as a result of agrarian conflicts, and formulate solutions to establish responsive local government in North Konawe Regency. This research uses a normative legal research method with a statutory approach, conceptual approach, and analytical approach. Data were obtained through a literature review based on laws and regulations, scientific journal articles, Statistics Indonesia (Badan Pusat Statistik) documents, government documents, and various relevant official sources identified through web searches. The data were analyzed using a descriptive qualitative method. The results show that the demographic bonus in North Konawe Regency presents an opportunity to support regional development; however, it has not been utilized optimally due to limited employment opportunities, socioeconomic inequality, and agrarian conflicts resulting from the expansion of nickel mining activities. These conflicts have an impact on legal certainty, community welfare, and the quality of local government governance
