Abstract

Climate change and the environmental crisis constitute global challenges that significantly affect ecological, economic, and social sustainability, thereby requiring an adaptive legal framework and strong public participation. This study aims to analyze the development of the concept of climate change from the perspective of contemporary environmental law, evaluate the effectiveness of national and international legal instruments, and identify effective models of public participation in supporting the implementation of environmental law to achieve sustainable development. The study employs a qualitative approach using a library research method through a comprehensive review of scientific journal articles, statutory regulations, and reports published by national and international institutions. Data were analyzed using content analysis and thematic analysis. The findings indicate that environmental law has undergone a significant transformation from a pollution-control approach toward a preventive, adaptive, collaborative, and sustainability-oriented system of environmental governance. This paradigm shift reflects the evolving role of environmental law as a strategic instrument for addressing climate change while promoting integrated environmental protection and sustainable development
