Tantangan Kultural Ata One dan Ata Peang terhadap Partisipasi Politik Perempuan pada Pemilu Legislatif

Abstract
Affirmative politics for women’s involvement in electoral contestation since Indonesian political
reform has not had a significant impact on the increase in the number of women elected in the
general election. This is caused, among others, by the local cultural perspective that tends to
marginalize women. This study is intended to describe how the culture of Ata One (insiders or our
people) and Ata Peang (outsiders or their people) has affected women’s political participation in
the legislative general election in the regency of East Manggarai of East Nusa Tenggara Province.
Using a qualitative approach, this study made several findings. First, female legislative candidates
are not elected because the culture of Ata One and Ata Peang has restricted their mobility in the
public domain. Second, the process of political recruitment and cadre-making of women just takes
place shortly before the electoral contestation. These two conditions have resulted in the fact that
the majority of seats go to men which gives rise to a gender-biased legislation process.
