Abstract
This article is a research result on the implementation effectiveness of the 30% quota policy for
women in the formation of the PPK membership composition for the 2024 elections in Madura. It is
crucial because previous related research did not explain the effectiveness parameters of that
policy implementation. The research method used is comparative-quantitative. According to the
research results, first, partially, women’s representation in the formation of the PPK membership
composition for the 2024 elections in Madura is only effective in the Arosbaya and Bangkalan PPK
of Bangkalan Regency, with each of the E values = 133.00% > 100.00%. Second, simultaneously, the
effectiveness of the 30% quota for women in the formation of the PPK membership composition for
the 2004 elections in Madura is ineffective. These are shown in Bangkalan E = 29.63% < 100.00%,
Pemekasan E = 0.00% < 100.00%, Sampang E = 4.77% < 100.00%, Sumenep E = 9.87% < 100.00%,
and Madura E = 12.03% < 100.00%. These are different from various research results, which
explain that women’s representation in election organizers and supervisors is low and ineffective
without any empirical explanation of the parameters of its effectiveness.
