Implementation of Tourism Management Policy in Wakatobi Regency: Analysis of Success Factors and Sustainability Principles

Abstract
This study examines the implementation of tourism management policies in Wakatobi Regency, focusing on success factors and sustainable management principles. Using a qualitative approach with observation, in-depth interviews, and documentation, this research analyzes policy implementation through Edward III's model: communication, resources, disposition, and bureaucratic structure. The findings reveal that policy success depends heavily on effective inter-agency communication, adequate resource availability, implementer commitment, and supportive bureaucratic structures. Key sustainable tourism principles include local community empowerment, culture-based services, and environmental conservation. While Wakatobi has been designated as a National Strategic Tourism Area with significant marine biodiversity potential, challenges remain in community participation, digital promotion optimization, and environmental oversight. The study concludes that effective tourism policy implementation requires stronger collaboration between the government, private sector, and local communities to ensure sustainable and inclusive tourism development that benefits all stakeholders while preserving environmental and cultural heritage.
